Benefits of outsourcing outweigh fear of change

For many, the fear of change can be debilitating and often conjures up the most dire of consequences. Yet, change is a constant in all of our lives and, frankly, is necessary in order to grow, improve, prosper, etc.

The Star article ("To these 66, small privatization is huge") on June 4 regarding the state's effort at privatization certainly focused on the fear we often feel of change, yet didn't provide the other side of the story. That side of the story is improvement, lower costs of government, efficiency and responsibility to the taxpayers.

There is no question that change can be frightening and uncertain. Change without gain can be argued, but in the case of outsourcing 66 state jobs focused on printing, copying and mail services, the benefits are clear.

One could argue effectively as to whether the state should be in the printing business at all when the majority of what it does print (and it is prodigious) is done in the private sector more efficiently and cost effectively than state government can. Do we as taxpayers want to pay the cost of rapidly changing printing technology and the enormous capital and training costs required, when there is a plethora of companies competitively bidding on the state's printing needs? This, of course, is just one example of many areas the state provides service that can be done more efficiently in the private sector.

Hoosiers are fortunate to have a governor dedicated to efficiency at a time when most people throughout the country are struggling with the rising costs of government, gas, health care, etc.

The other side of the story is that Indiana is leading in discovering inefficiencies, negotiating (in this case) to ensure that 66 state employees were guaranteed jobs with a private-sector firm and doing so to lower costs for us taxpayers.
